The Action Plan - the framework directing the neighborhood's efforts

The East Calhoun Community Organization began work on a framework document that outlined how the neighborhood would address its needs.  This framework is the ECCO NRP Action Plan. The Action Plan was approved in 1998 after four years of planning.


The Action Plan is a seven section $794,375 plan directing NRP efforts. These section are Crime & Safety, Environment, Housing, Recreation, Traffic, Implementation, and the "Loon Lake" Trolley Path. Each section is directed at neighborhood determined priorities set during the planning process. The neighborhood added the "Loon Lake" Trolley Path section in 2001 after community input, vote, and NRP Policy Board and Minneapolis City Council approval.

Each section of the Action Plan is divided into Goals, Objectives, and Strategies. Section Goals are the basic improvement the neighborhood would want to see, such as increased safety and prevent crime. Section Objectives focus on how to achieve the Goal, such as improve the sense of residential security. The Section Strategies are the particular action ECCO will take to address both the Objective and the Goal, such as provide funding for home security equipment. The Strategies are with what community members are most familiar.
